Can I bathe at Neel Dhara instead of Har Ki Pauri?

Yes. The Namami Gange ghat at Neel Dhara is on the main stream of the Ganga and is usually less crowded than Har Ki Pauri on snan days.

How do I get to Chandi Devi temple from the camp?

Chandi Devi's ropeway starts from the Chandi Ghat side, close to the Neel Dhara camp zone.
